FIXED Lockable/ transparent UI elements

Not sure if this has been suggested before, but I like moving my self, defensive and offensive target elements to just above the skill bar, trouble is they don't lock, so I often grab them while swing character to los abilities. If they were lockable click through it would be sooooo much better. Even chat boxes aren't lockable when moved and resized.
May have slipped through the QA patch notes but this should be live on QA (lock/unlock context menu options on Self, Offensive, and Defensive nameplates). Tomorrow's patch should have lock buttons on the chat windows as well.
