Cloaked Figure?

I've run across this ghost/figure a few times in NHV. He can't be targeted and when ever you get close he disappears. Is he just ambiance to the zone or have a possible interaction in the game?

I've run across this ghost/figure a few times in NHV. He can't be targeted and when ever you get close he disappears. Is he just ambiance to the zone or have a possible interaction in the game?

These are called The Others, a big mystery of what or who they are still but if you talk to some npcs, they do tell you some clues
