What is the level of magic?

0. No magic at all
1. Very few people have magic and when they do it's more of a myth than anything and only some hardy explorers finds hints of this being possible. Even if there are users of it it's explained out by science.
2. Very few people have magic to the point they're persecuted for it. Either to be used as a weapon for a nation or to be done away with out of fear of their power.
3. Very rare for anyone to have magic. And if they did takes a long time to cast any spells and requires hard to find reagents found in your journeys or bought. They need components for the magic incantation and require multiple people to help cast them.
4. There is a certain class of magic wielders usually found in a specific location.
5. Magic users aren't common but found in different locations
6. Magic users are very common and spellcasting isn't hard.
7. Magic users are very common and the spells aren't that much more powerful than conventional means of fighting.
8. Almost everyone can use magic and learn to use it.

The world of Embers Adrift doesn't really have magic in the sense of a mind/reality interface where your will can somehow manifest in the world. It does have Ember, which is a mysterious glowing substance that seems to have all sorts of strange properties. Wounds heal faster in the presence of Ember, and animals with radical adaptations can be found where it suffuses the land.

Nobody really knows what Ember is exactly. Some think it's a natural phenomenon. Some think it's linked to rumored creatures known as ember wraiths that can supposedly be spotted near Ember rings at night. Is it a mere resource or does it have a mind of its own? Is it a blessing or does it serve some darker purpose? Can it be harnessed in other ways by carefully infusing it into objects or ingesting it? All we know right now is that it's powerful, and that makes it valuable.

It's hard to answer you with your quantification, because we are situated in between several of your propositions.

1. We do not have "magic" nor deities in our world. Everything are natural phenomenons
2. But let's be honnest, we have something that resemble to magic. We call it alchemy. It's rare, precious, and take time to master.
3. Our world is very LOW FANTASY, it is much more "realistic" than your usual fantasy-world. This so, when you encounter Ember and its effect it does have a much more impactufl, and surnatural feeling
