Ok now that I've tried to mess with the feature this weekend:

This mechanic is a chore and not fun right now, here why:
1- You need to run around for hours to find one sometimes
2 - Sometimes there's no mobs around to kill
3 - Or there's only 2 up and you're alone
4 - Or the mobs are all grey and give no charges
5 - It's too much of a necessity and not enough optional

Solution for lack of mobs:
I would make mobs spawn around the area and once it's clear the Rupture disappear. (Make them Ashen Right away)
Another solution would be that every mobs in every targeted zone, has a chance to turn Ashen. We wouldn't need to run for those, we could get while adventuring.
Cost:
The cost of teleport need to be lowered or the stones needs more charges. (At least double)
Make NewHeaven Valley to Northreach free and Vice-versa. There's no Stone or Rupture at this point.
Other:
I would consider adding some more incentive to this, to make us want to clear a Rupture when we see one.
Also consider adding some charges to a New Stone maybe, right now we had to run to Redshore to get it charged or wait for the Meadowlands one near the Turtles to pop.

I figured I would give feedback even at that early stage.
 
couple of quick comments before I sleep:
- your stone will be upgradable via quests and/or interactables throughout the world. how do you feel about the size of the stone to start with if the costs remain the same?
- I kept a cost on NHV <--> Northreach because players will not have an ember stone until later levels anyway so it's more or less there to "show" them something to strive for

1- At least 200 for starter.
2- The zone are not too far apart, walking is not too bad, but I still think it should be free and well explain at later stage it will cost. (see below)

Notes: The first time someone click a Monolith it should have a tutorial window, that explain everything.
New Idea: I was thinking the first 25 points of the stone should autocharge slowly in time when empty. That would give a chance to teleport if the player does not find any suitable Rupture for a long time.
