Ember stone quest start

Anyone know where quest starts to get my emberstone.

Meadowlands. Guy at the first ember ring along the path has you inspect some ruins and then inspect the mountainside. You then find someone in the Academy in Newhaven and get and emberstone. You have to fill it with what seems to be charges but I haven't done so yet.
