The execution timers were not all instant, and I only recall a few of the skills that went to instant were changed back to 1 second like the Warden dart. Look at assist, bleeding strike, advantage strike skills when you execute it.. its at a 1 sec execution. You can see the timers coming up on your screen above your hotbar displaying the execution countdown.
